This ON-ON switch has no center off position. It has an input and two outputs, and one of those outputs is always on. This is great for something like a fuel gauge A-B switch… where you want to view two tanks on one gauge, but never want to turn the fuel gauge off.

This is a rocker switch body only. This rocker switch body is meant to be paired a etched or printed rocker switch cover for a complete switch unit. All actuators sold on this site will fit this switch.

Ground is ground wherever you find it. The ground connection on the switch is for the internal lights ONLY. It is not for the ground connection on the NAV lights. You may need a jumper wire on that switch unless it is specifically designed as a NAV/ANC switch. What you described should work. Try it and post back if there is an issue. here
