Blue ice is not a storage block, as it cannot be crafted back into packed ice.
Blue ice can be obtained using any tool enchanted with Silk Touch, though a pickaxe is the fastest. Breaking the block without Silk Touch drops nothing.
Blue ice can be used to create basalt. When lava flows into a space which is above soul soil and next to blue ice, basalt is formed. Effectively a "basalt generator" when repeatedly produced.

I think they should make Blue Ice Way more slippery just walking on it. Could make it way more useful for making quick transport in the Nether. Having Rails on Blue Ice or Having speed potions with Blue Ice would be a cool concept if they expand this. here

I would make mine out of blue ice since I have a bunch of Icebergs near my ocean monument. I would say packed ice if you don’t have enough resources for it since it’s way cheaper and is only a little slower than packed ice.
Use packed ice, blue ice is only slightly faster, but its so expensive that its not even worth it.
Blue ice is faster, and if you can find an iceberg is definitely worth it. But packed ice does the job if you can't be bothered to gather/craft that much ice.
It’s definitely going to be a personal preference. As you said, blue ice is faster, but packed ice is more cost-effective. Keep in mind, though, that if you’re traveling by boat, you only need perhaps 1 block for every three meters travelled. more
