Technique and gauge make a lot of difference in measuring compression. On a 4 stroke, for example, it makes a lot of difference that you warm the engine beforehand, have all spark plugs out, use a fully charged battery, turn her over at least 5 times per cylinder and have the throttle at WOT.
All cylinders are within 5% of each other, which tells me the engine is fine but the test is flawed. more

I'm seeing multiple threads on Honda 4 strokes having idling problems. I've always run mine ('97 9.9hp purchased in '04) on 93 octane, with fuel stabilizer, never had an issue. Last fall I started having this idle problem and cannot figure it out! I'll be taking the carb apart again today. I have a factory service manual - it's OK, but it's light in my opinion on detail, no troubleshooting to speak of, and diagrams are so-so. Best diagrams for any of these motors is **********, I needed those to remove my lower unit. Under the "choke" section of Honda outboards - I saw this: [links]
