Outboard fuel pumps work differently than fuel pumps on automobile engines. Outboard pumps have a diaphragm sensor that receives a signal from a piston cylinder so the pump can make a fuel 'delivery’. When a cylinder is leaking, however, the pump pulse signal will not be strong enough to send enough fuel to the cylinder. The good news is that most replacement fuel pumps are upgrades, not replacements as outboard fuel pumps rarely fail. here

6) If the process of elimination points to a faulty Mercruiser Fuel Pump, replace the unit or buy a rebuild kit.
4) The pulse hose connects to the fuel pump and the intake manifold. Loosen the clamp that secures it while pulling the starter rope several times. If there is no fuel discharge, it could mean a bad fuel pump check valve or diaphragm. [links]
