The Mercruiser 6.2 is based on the SBC. It is a very good engine.
An all aluminum variant of the SBC, foundered and assembled in house on a Mercruiser spec assembly line at a converted ex GM engine assembly plant is what I read. here

I will be changing the cam profile, the intake runners, porting the heads, and changing slugs. So I will need an appropriate tune.

Having the buddy work with the mechanic on deals, however i told him to get the motor yanked, a Michigan Motorz long block would be so much cheaper.
