Hmm. there are a number of reasons. First, is the impeller working. There should be a light spray of water and exhaust coming out of some holes halfway up the back of the midsection. If it's not there, then the impeller is bad and the engine is getting hot. That that lead to ignition problems on that motor, even though the engine itself is air-cooled.
You're missing one number in that model number. Look again.

These parts are all at our Pennsylvania location which is open from April 1st thru September 26th.
Looking for info on how the shift lever works. Drawing shows a dog clutch but do not know what it does. The motor is always in gear with lever in either position. However when in natural position and I turn over motor it turns about 3/4 of a turn and stops as it comes against some type of stop very solid and metal. Move back to in gear and turns motor as it should.
Can some tell me how to get to the dog clutch and how to tell if knob turning on shaft or shaft not turning dog clutch?

Some single-cylinder air cooled Sears outboards are Clintons. The relationship between Eska and Clinton isn’t totally straightforward, from what I know, but in general Eska used Tecumseh engines and Clinton made their own. [links]

If it has been run much without water circulating up into the leg the lower crank seal may be cooked so that is something to check it it doesn’t run well, or at all.
I am not an expert on your outboard, but I am fairly certain that it is an ESKA outboard manufactured in 1974 for Sears in Canada. Rated at 5hp, it is an air-cooled motor; however, if it is similar to some I have worked on in the past, there is still a water pump impeller in the lower end that pushes water to the bottom of the powerhead to condense gases and to keep heat from building up under the top cowlings. more
