Leaking near the actuator area is not a common occurance, although it can occur. Either your resovoir is cracked, cap seal bad, piston seals bad or bad brake line connection from the actuator.

Depends on what lights you have. I never disconnect but I have the type lights that are completely sealed so that when the bulb burns out, you replace the whole assembly.

We have several 8k rated surge brake actuators that would do a great job replacing the Tie Down Engineering one that you have currently. For that the part # T4079200 would work well for if you have drum brakes and then the part # T4747220 is the disc brake version. here
