How may I obtain a duplicate registration?
To request a duplicate registration you must fill out the Application for Substitute Plates/Stickers/ Duplicate Registration (form # VR-009). A fee does apply for a duplicate registration. The completed form can be brought in person to your local full service MVA or mailed to the Motor Vehicle Administration, 6601 Ritchie Highway, Attn. Registration Renewal Section, Glen Burnie, MD 21062. You can also apply online to obtain a duplicate registration. more

As a new resident of Maryland how long do I have to register my vehicle?

As a new resident of Maryland you must register your vehicle within 60 days of moving to Maryland. If you delay beyond 60 days, you will not be eligible for a tax credit for any titling tax paid in another state, and you may be subject to a citation for an out of state registration. You'll need to present your title certificate at one of the MVA's full service offices.

What should I do if my title is being held by a lienholder?
If your title is being held by a lienholder you should make an appointment​ to visit a branch office. You will need to provide a fax number for your lienholder if you do not have the title document. The MVA will send a request to your lienholder for the title to be sent to the MVA. Upon receipt of the title document, the MVA will write or call you to inform you that we have received the title. We will inform you of the excise tax due and ask you to send your completed Application for Certificate of Title(form # VR-005) and check or money order made payable to the MVA. The check should include payment for the following: title fee, fee to record the lien, and excise tax and tag fees.

Note that if you have an outstanding parking ticket, an insurance violation or certain other problems, registration renewal is not possible. You must first resolve the problem by contacting the entity that flagged the registration record. Your vessel will also have (if manufactured since 1972) a Hull Identification Number which is the 12 digit serial number of your vessel. This number is usually located on the upper right portion of the vessels' transom. This number indicates the boat manufacturer, its serial number, and the month and year of production. This number is used to register the boat, and to identify an individual boat. [links]

Just as you wouldn't drive your car without a license plate, current sticker, and registration, your boat must be properly numbered, must have a current state use sticker, and your registration, or "certificate of number", must be aboard. This is a requirement for all mechanically powered vessels, all vessels that travel on federal waters that are navigable, and for vessels that travel on the high seas--virtually every vessel on the water. Boat numbers must be affixed on the forward portion of both the port and starboard side.

Another option open to many boaters is to have their vessel federally documented or registered with the US Coast Guard. Documentation has several advantages, but its primary uses are to provide a "paper trail" that establishes ownership of a vessel, and documentation is often necessary to travel overseas. [links]

Finally, if you register your boat in your state of residence, but store it or use in another state, you might have to register your boat in that state, or face a fine. Most states have "reciprocity" laws that allow visitation without having to pay a new registration fee for a few weeks or even a few months, but if your boat essentially resides in another state, you should expect to have to register it in that state. For instance, if you live in Pennsylvania, but keep your boat in Maryland and boat on the Chesapeake Bay, you can expect to pay a Maryland registration fee. Check with your state, and the state your boat resides in for specific laws. This reference is included in the state law section of this course. [links]
