Updated 15.12.2014 : The guy called himself Multihullgirl on Sailnet.com forum suggested a possible attempt to fix this issue, but as I said, it did not work for me. But you can try it first:
This article is not strictly related to our boat, but could be useful for some other sailors. When bought our previous boat Catalina 25 with inboard Volvo-Penta diesel engine, the LCD hour meter on the tacho instrument was not showing any digits. This is a common issue with this tachometer made by VDO Technik AG. The issue behind this issue is the humidity and the corroded attachment of the ribbon cable to the LCD display. Someone fixed it by leaving the display on some heat and dried it, but this is just a temporary solution and the digits will go away anyway. It hasn't worked for me because only a fraction of the digits were visible after.
At least, however you can read the last motor hours before you replace it if this worked for you.
I wanted to fix it on our boat, but we sold her just before I could do that. However, my brother had the same issue on his boat. So I found this neat manual how to replace the display with an hour meter module that fits nicely into the instrument. The module I've used is Curtis Instruments hour meter module 701 series (12-48V) with 5mm tall digits for about 20 Euro. here
Update 17.1.2017 : Great tip from Anders Gustafsson, how to start the hourmeter only when the engine is running: [links]
I have learned to live without.
My engine hours counter stopped working 3 or 4 years ago. here
You can usually bring it back to life by removing it from the boat and sticking it in your airing cupboard for a couple of weeks to dry off completely and then replace one board. Certainly, this work for a brief while for me. It is, however, at best a temporary solution. [links]
I believe that problems with the Volvo control panel are not uncommon, although usually it is just with the engine hours meter and not the rev counter too.
If your tacho also isn't working, then this may not work for you and you may have a bigger problem. more
Sage,
let's just say the meter read 1289.99hrs; I would say .99 is 99% of an hour, or 0450.50hrs would be 50% of an hour. The fact it is reading lower than actual, sorry can't help you out there. 15,000 hrs is awesome. here

That’s why a quick cycle to accessory position at anchor makes a difference on early systems as you can rack up hobb meter hours by mistake. [links]
Also something strange is that they no longer support the outside air temperature even though their manual says they do. Here was there response to that:
"Unfortunately our owner’s manual is wrong. The air temp sensor has been eliminated for the wiring harness on our boats, so the air temp display will not work."
