Those labels are applied at the manufacturer, under license from the regulating state. Generally they have to have the engines tested by a third party inspection agency. If they were not made for a state that requires the compliance then they most likely did not ship with one. more
To the best of my knowledge the manufacturer cannot send you a sticker for any reason, it can only be placed during manufacture [links]
Recent regulations of the California Air Resources Board require all new two-stroke engines that comply with the CARB 2001 standard to have a manufacturer's label affixed showing the emission level. Some manufacturers have voluntarily labeled new engines to show that they meet the standards. [links]
Remember that this information applies only in good weather. The number of people who can be carried safely depends on the type of boat, where people and equipment are carried, and weather and water conditions. Operators must know and respect their boat’s limits.
No one is allowed to remove or alter a compliance notice, or even affix a compliance notice that contains incorrect information about the vessel.
The compliance notice must contain a statement of compliance indicating that the craft was built to the pleasure craft construction requirement of the Small Vessel Regulations.
The maximum load capacity on compliance notice refers to the total weight that the craft can hold in order to navigate safely.

Every newly built and/or imported pleasure craft less than 6 metres that is capable of being fitted with engine power totaling 7.5 kW (10 hp) or more, must have a compliance notice (capacity label) attached to the vessel indicating that the boat is built in accordance with the requirements of the Construction Standards for Small Vessels, TP1332.
The maximum load rating is for fair weather conditions. Downward adjustments should be made for changing weather and wave conditions.
Every newly built and/or imported pleasure craft that is fitted with, or capable of being fitted with an engine, which is not required to have a capacity label shall have affixed to it, a conformity label attesting to the fact that the vessel is built in accordance with the requirements of the Construction Standards for Small Vessels TP1332.
