This is what i think as well. If there is a movie where an actor elevated the movie, it was Johnny Depp as jack sparrow. He is not the best actor, but i cant imagine any actor doing such a good job in those specific movies. [links]

The film was shot in the United Kingdom, which made it eligible for certain tax credits. This included a promise from the country that any film with an expenditure greater than $34.1 million could claim back up to 20% of the production. A majority of the production staff were hired in the United Kingdom, showcasing the tax benefit as a contributing factor to the rising economy provided by the film.
The film was a box-office hit, making over $1 billion worldwide. The expensive budget included finances for state of the art cameras, 3D technology, and a whopping $55.5 million for Johnny Depp alone. The film out-competed several other films in the pirates franchise including At World's End which made over $900 million and Dead Man's Chest which made slightly over $1 billion. Despite the film's astounding budget, the production navigated certain challenges prior to the films release. Approaching the tenth anniversary of the film, here are several production decisions that contributed to the films record-setting budget.

The title of the most expensive film ever made still belongs to Pirates of the Caribbean: On Stranger Tides. But why did it cost so much?
Cast and crew costs were one of the biggest driving forces behind the film's impressive budget. A total of 895 production staff were hired, and, while stars of previous Pirates of the Caribbean films like Orlando Bloom and Keira Knightley were notably absent from this installment, the film added Penélope Cruz and Ian McShane to its cast, alongside the returning Johnny Depp. With On Stranger Tides being his fourth outing as Captain Jack Sparrow, Depp was able to secure a sizeable paycheck, reportedly earning $55 million from the film (though it should be noted some of this will have likely come from box office earnings, rather than Depp's budgeted salary). In the age of big event blockbusters like Avengers: Endgame and the Star Wars sequel trilogy, it's no surprise that the most expensive movie ever made is an entry in a major Disney franchise. What might come as more of a shock, however, is the fact that that record is held by Pirates of the Caribbean: On Stranger Tides. The fourth entry in the Pirates of the Caribbean franchise is generally not held in the same high regard as its three predecessors, let alone behemoths like the Avengers film, yet its production budget -- whether adjusted for inflation or not -- surpasses that of any other film ever made.
Last year executive producer of the Pirates series Jerry Bruckheimer mentioned the legendary character’s part in the new film.
His latest claims read: “Disney wants [the] new Pirates movie to make fun of Jack Sparrow.”

In the midst of the court battle, Depp was asked by Warner Brothers to step down from his Harry Potter role of Gellert Grindelwald in the Fantastic Beasts series. Since then, it has been speculated Depp would also be asked to leave the Disney franchise, but no official word has come yet. here
He added: “So, we’re going to have to see.”
