Bench testing is easy. Hookup your spare trans axle, hook up the
battery ground to the trans axle, hookup the battery positive to the
starter, run a hot wire from the #15 (+) terminal on the coil to the
positive battery post (hook it up WHEN you are ready to start the
motor), hookup the dizzy to the other side of the coil, last hookup a
wire to the spade terminal on the starter.
Now to start the motor on the bench (or floor), hookup the wire from
the coil to the positive battery terminal, then touch the wire from
the spade terminal on the starter to the positive battery terminal to
turn the motor over. Once the motor starts, to cut the motor off just
remove the wire from the coil to the battery.
NOTE: If the carb has a cutout switch on it you will need to run a
wire from the #15 terminal of the coil to the cutout switch and the
elec. choke coil.
For bench testing you do not need to hookup the wiring for the
alt./gen.. Just the v-belt to turn the cooling fan. here

How do I bypass the E-Unit, and simply connect the positive and negative transformer leads to the motor itself?
I see no wires running from the e-unit to the motor in your picture. That makes testing easier.
I assume you have a pair of test leads connected to a power source.

This is the base harness that you use with all Cummins adapters. It has the ignition on/off switch and powers up the correct adapters. It has the standard 9 pin diagnostic conector. Cable is fuse protected. Has a togle switch to simulate ignition switch.
You will need the correct adapter for the ECM you want to program and your diagnostic tool. I sell the adapters separate.
